I blew mine last night too swapping the bulbs for LED's. The diagram in the handbook is right though, the fuse is in the interior fuse panel, under the glovebox, and its number 80 from memory, 10 amp and they are the new mini fuses. There is a diagram on the back of the trim piece covering the fusebox too
There are fuses in the engine bay fuse box also: F3 powers lot of stuff including the IC. F9, F30, F35 & F36 all power the ECU. If Forscan can communicate with the ECU/PCM (which is the first thing it does), then the HS-CAN bus must be working from the DLC (diagnostic socket) to the PCM, which is most of it.
